Odd problem possibly related to the 43″ 4k TV I was using.
When the settings are set to 4k 60Hz moving the mouse makes the programs windows flicker.
When changed to 30Hz it is fine.
To get around this issue if you stop the NVIDIA Display Container LS service you can run 60Hz without the flickering.
